When an ad is posted, who will receive the e-mail? The user who posted the ad (as confirmation) or all the users in the database (to notify the new ad)?

An email is sent to your user who posted the ad. This email is automatically generated from a template which you, as the site administrator, can edit. The user automatically receives the reminder/confirmation message without any additional steps from you. In addition, the Ad Watch feature can be enabled and used on your site to alert all your site users to new listings that are posted to your site on an individual basis. You can also create mailing lists and sent lists of new listings that you wish to highlight to all users or users in a defined mailing list.
